Since McCain was born in the Panama Canal Zone, there is an issue of whether he was born on US soil or on Panamanian Soil. This isn't a question of whether he is an American citizen, but whether he fulfills all the qualifications to run for president.
Mr. McCain was born to USA citizens and it don't matter where he was born that makes a difference. I was born in MI and so was my wife. My 2nd son was born in Okinawa. Does that make him Japanese? I think not. Let's discuss something meaningful like keeping the Liberals out of office.
Born in Panama while Panama was not a US territory, yes. However, he was born on a US Naval Base in Panama, so the question remains whether or not the Naval Base is considered US Land. If not, can he still be considered a "natural born Citizen" as the Constitution requires the he be?

Besides, federal law defines American citizenship this way:
