I agree with your premise

Politics, like a drawn out job interview, is about tooting your own horn or getting a letter of recommendation, transcript, reference to do it for you.

However, I am not offended and don't think for one second McCain thinks people are ignorant. There's no shame. It's kind of what you do when you want the job. One recruiter said the job interview is your chance to "brag like an SOB", or in this case get someone to do it for you.
