Should pharmacists be penalized for refusing to sell birth control?

These particular pills are, as I understand, not a prescription. Why not just make a device that can dispense them automatically. This way we can allow a machine to make the morally ambiguous decisions for us. For those of you wondering about the feasibility of this, they did something similar to it in California for Marijuana.
